fa ارائه‌ی مدلی برای ارزیابی تأثیرات اجتماعی در صنعت نفت و گاز ایران عمومى General پژوهشي Research <p class="MsoNormal" dir="rtl" style="margin-bottom: 0.0001pt line-height: normal"><span lang="FA" style="font-size: 10pt font-family: 'B Lotus'">تجربه‌ی سال‌های متمادی اجرای اقدامات توسعه‌ای بر اساس رویکردی عمدتاً اقتصادی و بدون ملاحظه تأثیرات زیست محیطی، فرهنگی و اجتماعی‌ای که این اقدامات بر جا می‌گذارند، خوشایند نبوده است. اما امروز دریافته‌ایم که اقدامات توسعه‌ای به سادگی به اهدافی که برای آن‌ها در نظر گرفته می‌شود دست نمی‌یابند و دست‌یافتن به این اهداف نیازمند فراهم‌شدن شرایط اجتماعی خاصی است. حال که توجّه به ارزیابی تأثیرات اجتماعی اقدامات توسعه‌ای در کشور ما و در حوزه‌های مختلف مورد توجّه قرار گرفته، شایسته است تا مدل‌ها وفرایندهایی مناسب برای آن طراحی شود. هدف اصلی این مقاله تدوین دستورالعمل و مدلی برای ارزیابی تأثیرات اجتماعی در پروژه‌های صنعت نفت و گاز در کشور ایران است. روش به‌کار گرفته‌شده در این مقاله اسنادی و کتابخانه‌ای و مقایسه‌ای- تطبیقی است. در واقع در این مقاله با مرور اصول کلی ارزیابی تأثیرات اجتماعی و سپس شناسایی مقولات اجتماعی که پیامد پروژه‌های صنعت نفت در مناطق عملیاتی است با کمک تجربیات مشابه خارجی و مدل‌های به‌کارگرفته در آن‌ها مدل مناسبی با توجّه به شرایط کشور و مناطق میزبان تأسیسات نفتی پیشنهاد دهد. با توجّه به طیف مسایلی که صنعت نفت در زمینه‌ی مسایل اجتماعی می‌تواند با آن‌ها روبه‌رو شود، فرصت مناسبی برای توسعه‌ی ارزیابی تأثیرات اجتماعی در پروژه‌های صنعت نفت وجود دارد و تدوین مدلی مناسب برای انجام آن می‌تواند کارآمدی این حوزه از دانش را در کمک به مدیریت مناسب توسعه‌ی صنعتی و هم‌چنین گسترش آن در بقیه‌ی عرصه‌های اقدامات توسعه‌ای نیز فراهم کند. <o:p /></span></p> <!--EndFragment--><br><o:p /><p></p> <p class="MsoNormal" style="margin-bottom: 0.0001pt direction: ltr unicode-bidi: embed"><span style="font-size: 10pt line-height: 115%">Long experience in implementation of developmental measures based on an economic approach and without considering the environmental, cultural and social impacts of these practices has not been desirable. However, it has been found that developmental measures do not meet their goals unless specific social conditions have been provided. As the social impact assessment of developmental measures in our country has been brought into focus in different fields, it is important that appropriate models and processes should be designed. The main purpose of this article is to develop a model and guideline for social impact assessment in oil and gas projects in Iran. The method used in this paper is documentary and comparative. We, first, reviewed the general principles of social impact assessment. Then, the social issues resulted from oil industry projects in oil fields have been identified and, considering the country’s condition and the oil facilities host regions, a suitable model has been offered. Considering the range of issues that oil industry can face, there is a good opportunity for the development of social impact assessment in oil industry projects.
